The U.S. Army is presenting this Proposed Plan for the public to review and comment regarding no further action (NFA) proposed for six sites at Fort Monmouth (FTMM): Parcel 71 PCB Area (also referred to as the Gosselin Area), FTMM‐59 (Parcels 41 and 43), Parcel 70, Parcel 82, Parcel 97, and Underground Storage Tank (UST) 490. New Jersey Department of Environmental Protection (NJDEP) is the state support agency under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP, 40 CFR Part 300) for FTMM. The U.S. Army, in consultation with NJDEP, will make the final selection of the response action for these sites after consideration of public input.

The U.S. Army has prepared this Proposed Plan to present to the public the remedy selected by NJDEP. This Proposed Plan provides the rationale for the NFA determination and describes the public involvement process for these six sites: Parcel 71 PCB Area, FTMM‐59 (Parcels 41 and 43), Parcel 70, Parcel 82, Parcel 97, and UST 490.
