On February 15, 2023, the U.S. Army held a virtual public meeting to review the Proposed Plan for Fort Monmouth Site 68 (FTMM-68). The presentation slides used during this meeting can be viewed at the link below.

PUBLIC NOTICE: PROPOSED PLAN FOR PUBLIC COMMENT – FTMM-68

The U.S. Army has issued a Public Notice inviting the public to view and provide comments on a Proposed Plan for Fort Monmouth Site 68 (FTMM-68). The U.S. Army is the lead agency for FTMM in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Executive Order 12580. The New Jersey Department of Environmental Protection (NJDEP) is the state support agency under the National Contingency Plan for FTMM. FTMM-68 was the site of a former dry-cleaning facility (former Building 565) built in 1965 that used tetrachloroethylene (PCE), which is a chlorinated volatile organic compound (CVOC) as the cleaning solvent. Soil and groundwater impacts were identified following the removal of the underground storage tank (UST) that contained the solvent. Soil removal actions occurred during 2011 and 2019, but investigations following the removals indicated that VOC impacts to soil and groundwater at FTMM-68 remain.
The Proposed Plan describes the nine remedial alternatives considered to address the soil and groundwater impacts at FTMM-68. The Proposed Plan describes the preferred alternative (Alternative 9), which consists of excavation of source-area contaminated soils, installation of multiple zero valent iron (ZVI) permeable reactive barriers (PRBs) downgradient of the source area combined with monitored natural attenuation (MNA) to treat groundwater, and long-term monitoring (LTM) to observe and document declining CVOC concentrations. In addition, the preferred alternative will implement land use controls (LUCs) to prevent/restrict exposure to contaminated soil and groundwater until the remedial action objectives are achieved.

FIVE YEAR REVIEW – EVANS AREA

The U.S. Army has prepared this fourth five-year review for the Fort Monmouth Evans Area that addresses the period from August 2016 to July 2021. The assessment of this five-year review is that the implemented remedy is functioning as intended and continues to protect human health and the environment. This fourth five-year review was performed pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, which requires remedies which leave waste in place to be reviewed no less than every five years.

PUBLIC NOTICE: PROPOSED PLAN FOR PUBLIC COMMENT – SIX SITES

The U.S. Army has issued a Public Notice inviting the public to view and provide comments on a Proposed Plan proposing no further action (NFA) for six sites at Fort Monmouth (FTMM): Parcel 71 PCB Area (also referred to as the Gosselin Area), FTMM‐59 (Parcels 41 and 43), Parcel 70, Parcel 82, Parcel 97, and Underground Storage Tank (UST) 490. New Jersey Department of Environmental Protection (NJDEP) is the state support agency under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP, 40 CFR Part 300) for FTMM. The U.S. Army, in consultation with NJDEP, will make the final selection of the response action for these sites after consideration of public input.
The U.S. Army has prepared this Proposed Plan to present to the public the remedy selected by NJDEP. This Proposed Plan provides the rationale for the NFA determination and describes the public involvement process for these six sites: Parcel 71 PCB Area, FTMM‐59 (Parcels 41 and 43), Parcel 70, Parcel 82, Parcel 97, and UST 490.
